Job Summary:

One of our clients in Jeddah, Saudi Arabia is looking for Safety Manager to lead our occupational health, safety, and environmental (HSE) management across Saudi operations. This critical role will ensure my client's construction and industrial assembly activities comply with Saudi Arabian regulations, international HSE standards, and our corporate safety culture. The successful candidate will be based at work location and serve as the primary liaison between our operations and Saudi government authorities.

Key Responsibilities:
  • Key Responsibilities
    • Develop, implement, and maintain comprehensive HSE management systems aligned with Saudi laws (Saudi Civil Defense, Ministry of Environment, Labor Ministry)
    • Ensure compliance with Saudi OSH standards, Royal Commission regulations, and international standards (ISO 45001, ISO 14001)
    • Conduct regular safety audits, inspections, and risk assessments at project sites
    • Implement and monitor emergency response plans and crisis management protocols
    • Maintain all safety documentation, permits, and regulatory filings
    • Government Liaison & Reporting 
    • Serve as primary contact with Saudi government agencies (Civil Defense, Environment Ministry, Labor Departments)
    • Submit mandatory safety reports, incident notifications, and compliance documentation
    • Coordinate with authorities for site inspections, permit approvals, and regulatory clearances
    • Translate and interpret Saudi safety regulations for international project teams
    • Design and deliver safety training programs for employees and contractors (Arabic/English)
    • Conduct regular safety drills, toolbox talks, and awareness campaigns
    • Foster a proactive safety culture across all project teams and subcontractors
    • Develop and update emergency response procedures and evacuation plans
    • Investigate all incidents, near-misses, and safety observations
    • Prepare detailed investigation reports with root cause analysis and corrective actions
    • Implement lessons learned across all Saudi operations
    • Track safety performance metrics and report to senior management
Requirements:
    • Minimum 8 years' experience in safety management within industrial construction, plant assembly, or heavy industrial sectors
    • Recognized HSE certifications (NEBOSH Diploma/IOSH membership or equivalent Saudi HSE certifications)
    • Expert knowledge of Saudi Arabian safety regulations, codes, and standards
    • Fluent in Arabic and English (verbal and written)
    • Strong understanding of industrial plant construction processes (cement, steel, power plants preferred)
    • Valid Saudi driving license
    • Experience with international industrial contractors operating in KSA
    • Knowledge of  specialized sectors (cement plants, steel mills, hydroelectric)
    • Experience with Saudi Aramco, Royal Commission, or MODON safety standards
    • Professional membership in Saudi safety associations
