Job Summary:

Our client, an oil & gas company based in Fujairah, is looking to hire an HR Specialist (Arabic Speaker) on a fixed two-year contract. The successful candidate will be responsible for implementing, optimizing, and continuously improving the organization's HR systems and processes. The role focuses on enhancing operational efficiency, supporting workforce planning, driving Emiratization initiatives, and contributing to organizational excellence and Integrated Management System (IMS) programs. In addition, the role is responsible for implementing the department's Integrated Management System (IMS) policies and procedures, ensuring adherence to established processes to achieve departmental objectives, and preparing reports covering key HR activities as requested by the direct manager.

Key Responsibilities:
  • HR Systems Implementation & Optimization
    • Implement, maintain, and optimize HR systems and modules.
    • Lead HR digital transformation initiatives to improve automation, efficiency, and employee experience.
    • Review HR policies, procedures, workflows, and practices to identify gaps and operational inefficiencies.
    • Ensure data integrity, confidentiality, reporting accuracy, and compliance within HR systems.
    • Develop HR dashboards, KPIs, workforce analytics, and management reports.

  • Talent Acquisition & Workforce Planning
    • Manage end-to-end talent acquisition, including manpower planning, sourcing, screening, interviewing, onboarding, and workforce integration.
    • Develop recruitment strategies, manpower plans, and headcount forecasts aligned with business requirements.
    • Coordinate with Department Heads regarding hiring requirements, succession planning, and workforce utilization.
    • Build talent pipelines and maintain relationships with recruitment agencies, universities, and external stakeholders.

  • Organizational Development
    • Support organizational development initiatives to improve structure, efficiency, and role clarity.
    • Develop and maintain organizational charts, competency frameworks, and job descriptions.
    • Design and implement succession planning frameworks and support career progression and change management initiatives.

  • HR Policies, Governance & Compliance
    • Develop, review, update, and implement HR policies and procedures in line with UAE Labor Law and organizational requirements.
    • Ensure compliance with regulatory requirements, company policies, and IMS standards.
    • Support internal and external HR audits and maintain employee records and documentation.

  • HR Operations
    • Manage day-to-day HR operations, including onboarding, contracts, probation, leave management, employee transfers, offboarding, payroll inputs, benefits administration, attendance, and employee records.
    • Handle employee relations matters, grievances, disciplinary actions, and workplace concerns.

  • Learning & Development
    • Identify organizational training needs and support competency development.
    • Coordinate training programs, workshops, internships, mentorship initiatives, and Individual Development Plans (IDPs).
    • Promote continuous learning and employee capability enhancement.

  • Emiratization & Performance Management
    • Develop and implement Emiratization initiatives aligned with UAE government requirements.
    • Support recruitment, development, retention, and engagement of UAE National talent.
    • Support implementation of the performance management system, appraisal cycles, employee engagement, and recognition initiatives.

  • Organizational Excellence & Strategic Support
    • Align HR practices with Integrated Management System (IMS) and organizational excellence frameworks.
    • Participate in audits, continuous improvement initiatives, and business transformation projects.
    • Act as a trusted HR advisor to the General Director and Department Heads, providing HR guidance and supporting strategic workforce initiatives.
Requirements:
    • Bachelor's degree in Human Resources, Business Administration, or a related field.
    • Minimum 10–15 years of HR experience, preferably in small to mid-sized organizations.
    • Experience in implementing and optimizing HR systems and processes.
    • Strong knowledge of UAE Labor Law and Emiratization requirements.
    • Experience in training, mentoring, and talent development.
    • Familiarity with Integrated Management Systems (IMS) and organizational excellence frameworks is an advantage.
