Job Summary:

The Senior Civil Engineer is responsible for the technical delivery, coordination, and constructability of all civil and infrastructure works within the Design & Build project, including roads, pavements, utilities, drainage, and external works. Reporting to the Civil and Structural Design / Technical Manager, the role ensures that all civil design and construction activities are aligned with contract requirements, authority regulations, programme constraints, and site execution needs. The role acts as the discipline lead for civil works, responsible for reviewing and approving design outputs, supporting construction delivery, resolving technical issues, and ensuring that design intent is effectively translated into buildable, compliant, and high-quality site execution. Key Responsibilities:
    Design Review, Coordination & Constructability
    • Review and approve civil and infrastructure design outputs including drawings, models, specifications, shop drawings, and technical submissions.
    • Ensure compliance with Employer’s Requirements, contract documents, codes, standards, and authority regulations (including aviation requirements where applicable).
    • Identify and resolve design clashes, constructability issues, and interface risks across disciplines.
    • Ensure full coordination of civil works with architectural, structural, MEPF, geotechnical, and temporary works.
    • Validate buildability, safety, durability, and operational suitability of infrastructure solutions.
    Site & Construction Support (Civil & Infrastructure)
    • Provide day-to-day civil engineering support on site, addressing RFIs, technical queries, and construction challenges.
    • Review civil works on site (roads, pavements, drainage, utilities, external works) to verify compliance with approved drawings and specifications.
    • Identify and resolve site issues, deviations, and non-conformances in coordination with project teams.
    • Coordinate civil activities with architectural, structural, MEPF, and temporary works to avoid clashes and execution conflicts.
    • Support inspections, testing, and quality assurance of civil and infrastructure works.
    • Provide technical input, sketches, or mark-ups where required to support resolution of site issues and maintain continuity of works.
    Shop Drawings, Submittals & As-Built Management
    • Establish and enforce civil and infrastructure design QA/QC requirements, including design reviews, independent checks, and approval protocols.
    • Ensure compliance of all infrastructure design outputs with statutory regulations, authority requirements, aviation standards (GACA / ICAO where applicable), and contractual obligations.
    • Verify and confirm that design intent and performance requirements are correctly translated into shop drawings, construction documentation, and site deliverables.
    • Lead responses to design review comments, audits, authority queries, and aviation regulator reviews, ensuring timely closure and approval.
    • Maintain accountability for the accuracy, completeness, and traceability of all civil and infrastructure design records and technical decisions.
    Technical Queries, RFIs & NCR Management
    • Provide day-to-day civil engineering support on site, addressing construction queries, RFIs, and technical clarifications. 
    • Review civil works on site to verify compliance with approved drawings, specifications, mock-ups, and samples. 
    • Identify civil site issues, deviations, or non-conformances and support their resolution in coordination with the Design Manager and Technical Coordinators. 
    • Coordinate civil activities with architectural MEPF, façade, and fit-out works to avoid clashes and execution conflicts. 
    • Support snagging, inspections, and quality reviews of structural works and finishes. 
    Design Management & Stakeholder Coordination
    • Support planning and monitoring of civil design deliverables in line with project programme requirements.
    • Coordinate with consultants, subcontractors, and internal teams to ensure timely delivery of design information.
    • Represent the civil discipline in meetings with clients, consultants, and authorities.
    • Escalate risks and critical issues with clear technical recommendations.
    Continuous Improvement & Knowledge Sharing
    • Contribute to lessons learned related to civil works, constructability, and project delivery.
    • Provide mentoring and technical guidance to civil engineers and site staff.
    • Promote best practices in civil construction quality, safety, and execution.
Requirements:
  • Industry / Domain
    • Design & Build infrastructure projects involving roads, pavements, drainage, utilities, and external works.
    • Large-scale developments with complex interfaces, including aviation, airside, or regulated environments (where applicable)
    • Multidisciplinary coordination across design and construction phases
    Necessary Knowledge and Experience
    • Minimum 12–15 years of experience in civil and infrastructure design and delivery within Design & Build projects.
    • Proven experience coordinating infrastructure works including roads, pavements, drainage, and utilities.
    • Experience in multidisciplinary coordination across design and construction stages
    • Familiarity with authority approvals and regulatory requirements (GCC/KSA experience preferred)
    • Strong understanding of constructability, design coordination, and site execution challenges
    • Strong professional proficiency in English (written and spoken)
    Education and Certification Minimum Requirements
    • Bachelor’s degree in Civil Engineering
    • Master’s degree is an advantage.
    • Professional engineering registration or chartership is an advantage
    Job Specific and Technical Skills
    • Strong capability in civil engineering design review, coordination, and technical delivery within a Design & Build environment.
    • Sound understanding of roads, pavements, drainage, utilities, and external works systems.
    • Ability to review and validate drawings, specifications, and technical submissions.
    • Strong understanding of constructability, sequencing, and interface management
    • Ability to manage technical risks and resolve site-driven challenges.
    • Effective leadership, communication, and coordination skills across multidisciplinary teams
