Job Summary:
The AMS, CMMS & Regulatory Compliance Documentation Lead is responsible for developing, standardizing, and maintaining all documentation required to support a robust Asset Management System (AMS) aligned with ISO 55001 and the regulatory framework of the Transport General Authority (TGA), Kingdom of Saudi Arabia (KSA).
The role also governs Computerized Maintenance Management System (CMMS – IBM Maximo) implementation and data integrity across all subsystems of the Haramain High-Speed Railway (HHR), ensuring regulatory compliance, system standardization, and lifecycle optimization.
Key Responsibilities:
- AMS Documentation & Regulatory Compliance
- Develop, standardize, and maintain AMS documentation aligned with ISO 55001 requirements.
- Ensure compliance with TGA Guidance 10, 14, and 15.
- Ensure full alignment with the Incident Management Plan (IMP), Edition 6.
- Establish document control processes, governance frameworks, and audit readiness protocols.
- Lead internal and external regulatory audits related to asset management documentation.
- CMMS Governance (IBM Maximo)
- Define and standardize asset hierarchies, classification, codification structures, and data models.
- Ensure full compliance with TGA asset register requirements.
- Maintain CMMS data quality, integrity, and configuration control.
- Establish governance policies for work orders, preventive maintenance, and reporting structures.
- Oversee integration between CMMS and operational systems (e.g., SCADA, diagnostic platforms).
- Subsystem Responsibilities
- The role ensures asset documentation, structure, and compliance across the following HHR subsystems:
- OCS (Overhead Catenary System): Asset structure, tension records, inspection protocols.
- HVPS (High Voltage Power Supply): Transformers, circuit breakers, SCADA-linked assets.
- Telecom: Fiber networks, radio systems, data centers, CCTV.
- Signaling: ERTMS/ETCS, interlockings, balises.
- Systems: SCADA, ATS, OCC applications.
- Track: Rails, sleepers, ballast, turnouts.
- Workshops: Lifting jacks, cranes, lathes, maintenance equipment.
- Stations Maintenance: HVAC systems, fire protection systems, vertical transportation.
- Rolling Stock: Trainsets, onboard diagnostic systems, lifecycle documentation.
- Core Asset Management Functions
- Develop asset lifecycle management strategies.
- Establish asset criticality assessment models.
- Conduct Life Cycle Costing (LCC) analysis.
- Perform FMECA (Failure Mode, Effects, and Criticality Analysis).
- Maintain and update the Emergency Risk Register.
- Support reliability, availability, maintainability, and safety (RAMS) optimization initiatives.
Requirements:
- Bachelor’s degree in Engineering (Mechanical, Electrical, Civil, or equivalent).
- 5–10 years of experience in Asset Management and CMMS governance.
- Proven experience with IBM Maximo or equivalent CMMS platforms.
- Strong knowledge of ISO 55001 implementation and regulatory compliance frameworks.
- Experience in high-speed rail systems or large-scale infrastructure projects preferred.
- Strong analytical, documentation, and stakeholder coordination skills.
