VALUE ENGINEERING & PLANNING MANAGER   (34312)

We are seeking to hire a Value Engineering & Planning Manager for our client; a construction company focusing on real estate development projects in Riyadh. You will be instrumental in ensuring the seamless execution of construction projects while maintaining robust cost controls and effective planning. This role requires aligning with multiple teams across the project lifecycle, defining budgets, timelines, and workflows, and driving operational excellence. Your expertise in civil engineering, planning, and cost control will be pivotal in delivering projects that meet high-quality standards while adhering to financial and time constraints

Key Responsibilities:

  • Define project timelines, budgets, and milestones in collaboration with stakeholders.
  • Oversee the preparation of RFQs/RFPs, quotations, and procurement processes.
  • Monitor and control project progress to ensure alignment with defined objectives.
  • Develop and implement cost control mechanisms to manage expenditures.
  • Ensure projects are delivered within approved budgets without compromising quality.
  • Collaborate with cross-functional teams, including design, procurement, and construction.
  • Act as a central point of communication to align all teams across project phases.
  • Optimize workflows and resource allocation to improve operational efficiency.
  • Identify and mitigate risks to ensure project continuity and success.
  • Ensure compliance with health, safety, and environmental regulations.
  • Conduct audits and performance reviews to identify areas for improvement.
  • Provide detailed progress reports and operational insights to executive leadership.
  • Stay updated on industry trends and incorporate best practices to enhance operations.
  • Calculate construction costs for materials, labor, and equipment to support budgeting. .
  • Identify cost-saving opportunities and propose alternatives to improve project outcomes.
  • Strategically plan and manage labor, materials, and equipment to minimize waste and delays.
  • Anticipate future resource needs based on upcoming projects to avoid overcommitment.

Qualifications

  • Bachelor’s degree in Civil Engineering, Industrial Engineering, Operations Management, or a related field; advanced certifications (e.g., PMP, Lean Six Sigma) are preferred.
  • 8+ years of experience in control, planning, or cost management roles, preferably in real estate development or construction.
  • Strong knowledge of project planning tools and techniques, including Primavera, MS Project, or equivalent software.
  • Solid understanding of procurement processes, cost estimation, and budgeting within construction projects.
  • Familiarity with health, safety, and environmental compliance regulations in the construction industry
